From one contract to a multifaceted specialized contractor

Founded in 1999, IPAC Paving Ltd. is a unionized, privately-held construction contractor headquartered in North York / Richmond Hill, Ontario. Since its first Pickering GO Station Parking Lot Reconstruction contract in 2000, Town of Richmond Hill Road Repair in 2010, and City of Pickering Liverpool Road Reconstruction in 2013, the organization has grown its services to include asphalt paving, horizontal concrete, grinding, excavation, site servicing, and landscaping — serving commercial, institutional, municipal, regional, and public-sector clients throughout Southern Ontario.

IPAC Paving Ltd. is a leading contractor specializing in asphalt paving, concrete work, and site services across the GTA — with a strong presence in commercial, industrial, and municipal sectors.

With extensive experience in parking lot paving, road resurfacing, concrete construction, excavation, and site preparation, IPAC has built a reputation for consistent project execution, attention to detail, and dependable service. Our team is equipped to handle projects of varying scale and complexity, from routine maintenance to large-scale infrastructure improvements.

Today, 100% of IPAC’s work is focused within the civil construction sector, including asphalt paving, road rehabilitation, concrete works, municipal infrastructure, commercial site improvements, and related construction services.

Approximately 65% of our work is completed for municipal and institutional clients, while the remaining 35% includes industrial, commercial, and private sector projects. This balanced client base provides IPAC with stability, versatility, and the ability to adapt to changing market needs while maintaining strong project execution standards.

Over the past several years, IPAC has managed approximately 90 to 160 civil works projects annually, delivering tens of millions of dollars in civil construction work each year across Ontario.
